Project University Hospital Køge, procurement of turnkey contract for building project TE01.
Region Zealand is planning to construct a university hospital in Køge, Denmark, in connection to the existing Zealand University Hospital in Køge. The university hospital will be established with a total budget of 4 000 000 000 DKK (2009 prices) covering all costs relating to construction, building, equipment and furniture as well as other costs.
Present procurement of turnkey contract covers design and execution of TE01, bedwards and treatment, which covers the majority of the new hospital. TE01 includes construction of some 110 000 m2 in connection to the existing hospital as well as demolition of some 17 000 m2.
The contracting authority expects to carry out the procurement process and the turnkey contract as stated in II.2.4.
The purpose of this prior information notice is to notify interested companies of the coming procurement process and encourage such companies to begin establishing teams that hold the competencies needed to carry out a turnkey contract like TE01.

The contracting authority has carried out a market survey to identify the pool of potential tenderers and to collect input for the procurement process.
The contracting authority expects to put the turnkey contract out to tender according to the rules on competitive dialogue. The intention is to carry out a dialogue process including 2 dialogue meetings. The contracting authority expects to pay a fee to the companies that participate in the dialogue and deliver a conditional submission of their tenders. The tenderers will not be asked to prepare a final pricing of the building project in connection with submission of their tenders.
The contract will be put out to tender as a turnkey contract consisting of 2 phases. The contract will be put out to tender with a fixed price cap based on a thoroughly developed project proposal. Following contract signing, phase 1 will be carried out, which includes design services up to and including a preliminary project (regulatory project) and final pricing of the building project through verification of compliance with price cap. Conditional on phase 1, phase 2 will commence, which covers preparation of main project, construction and subsequent follow-up.
The contract notice is expected to be published following a meeting in the regional council at the end of August 2017.
