Critical Spare Parts for HP — IPO Turbine
This notice concerns the award of a contract regarding critical spare parts for the execution of major overhaul of the Alsthom GEC HP-IP0 steam turbine at Nordjyllandsværket unit 3 (NJV3) in 2020.
The contract regarding the non-critical parts and the basic scope of work will be procured according to the EU-rules on the basis of the Utility Directive.
Scope of this contract: critical parts are specified in II.2.4).
Aalborg.
The annual major overhaul of Nordjyllandsværket in 2021 is planned to last 8 weeks (June and July) and it is the work on the HP/IPO turbine which is setting the terms concerning the overhaul period in 2021. To be ready for this overhaul, Nordjyllandsværket needs to enter into a contract on preparation and delivery of a range of critical spare parts and it is demanded that these critical spare parts are delivered before the overhaul in June and July 2021.
The complete contract covering the major overhaul and all the non-critical spare parts will be procured separately as ‘basic scope of supply’. This contract will be procured during the first 6 months of 2020 as a restricted or negotiated tender with prior procurement of tenders in accordance to the Utility Directive. This primary deliverance has a contract value of approximately EUR 1 300 000.

The spare parts have to be delivered according to the below defined terms which are provided in accordance with the operation obligation of Nordjyllandsværket and the financial impact assessment, cfr. IV.1.1). of this notice:
• the critical spare parts with extended delivery time must be delivered prior to the major overhaul;
• the turbine can only be opened in connection with the major overhaul;
• the supplier must — before entering a contract — show documentation of having drawings and material specifications of the critical spare parts.
Section IV: Procedure
- The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
To secure and maintain the same service and operation of Nordjyllandsværket, it is extremely important that the spare parts, which will have to be used in connection with the major overhaul of the HP/IPO turbine, are delivered with the same specification and quality as the current parts and that all these spare parts are delivered before the start up of the overhaul.
The consequences of using wrong materials or mistakes when producing the spare parts can cause accidental stop of the power plant and also cause damage of critical main components. Hereof, it is considered that a non-operational period of 40 days — as a stop of the turbine as a minimum will cause/take — will cost approximately DKK 8 million/EUR 1.10 million which is calculated without including the costs for repairs. For comparison the critical spare parts is expected to be at approximately DKK 2 million/EUR 300 000.
Nordjyllandsværket only have overall descriptions and drawings of the HP/IPO Turbine as to some of the spare parts as manuals and instructions. Nordjyllandsværket does not have specific drawings showing the actual measures on components and/or material specification.
Construction drawings were not part of the documentation delivered with the turbine in 1998. Therefore, it is not possible for Nordjyllandsværket to provide information to third party concerning specific technical details on components for the turbine.
The specific technical information and drawings are therefore only available for ‘Original equipment manufacturer’ (OEM), which is GE Power.
With regards to the assessment of the technical conditions of which only the OEM supplier has knowledge of drawings and the disproportionate major consequences by using wrong material or errors in the production will cause during the closing of the turbine, Nordjyllandsværket has in II.2.4) specified which spare parts that are critical for the completion of the major overhaul and therefore can not be delivered by other suppliers in due time before the overhaul.
Nordjyllandsværket has an operation obligation and therefore must a outage be accepted by Energinet. Caused by this, it is not possible for Nordjyllandsværket to decide to close the power plant when the circumstances can be avoided.
Nordjyllandsværket will therefore enter into a contract with GE Power in accordance with the Utilites Directive article 50, litra (c), (ii) regarding the listed critical parts.

Nordjyllandsværket will enter into the contract with the supplier mentioned in V.3) at the earliest 10 calendar days counted from the day after the day this notice has been published in the Official European Union Journal, cfr. § 4, 1 in the law on the Complaints Board for Public Procurement (the Complaints Board). Complaint on the choice of procedure can be be filed to the Complaints Board for Public Procurement (the Complaints Board). The complaint has to be received at the Complaints Board for Public Procurement (the Complaints Board) 30 days at the latest counted from the day after the day Nordjyllandsværket has published a notice in the Official European Union Journal stating that the entity has entered a contract, cfr. § 7, 3 in the law for Complaints Board for Public Procurement. The complainant has to inform Nordjyllandsværket in writing that a complaint has been sent to the Complaints Board for Public Procurement at the very same time the complaint has been sent.
