Snubbing unit for recompletion of To-7 at Lille Torup
Gas Storage Denmark A/S (GSD) owns and operates Denmark’s two underground gas storage facilities, which are located in Stenlille in the central part of Zealand (aquifer storage facility) and in Lille Torup in northern Jutland (salt cavern facility).
GSD plans to execute the recompletion and gas fill of cavern Lille Torup 7 (To-7), which is currently brine filled. After the cavern To-7 is recompleted and the gas fill operation has taken place the in-stalled debrining string has to be snubbed out of the cavern before the gas operation will start.
To allow the gas fill to take place, the brine will be moved from cavern To-7 to cavern Lille Torup 8 (To-8). Therefore, a flooding string has to be snubbed into the cavern.
The current contract concerns a snubbing unit performing the above mentioned operation.

- No tenders or no suitable tenders/requests to participate in response to a procedure with prior call for competition
In accordance with Art. 50 of the EU Utilities Directive (Directive 2014/25/EU of the European Parliament and of the Council of 26 February 2014 on procurement by entities operating in the water, energy, transport and postal services sectors and repealing Directive 2004/17/EC), Gas Storage Denmark intends to enter into a contract with Superior Energy Services regarding a snubbing unit to perform the operation described in II.1.4 above.
The tender for the contract was issued via Tender Electronics Daily (2021/S 246-651510) and then cancelled when none of the applicants met the mandatory requirements for prequalification.
Subsequently a negotiated procedure without prior call for competition has been held leading to award of the contract to Superior Energy Services.

Complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, provided that the notification includes a short account of the relevant reasons for the decision.
Other complaints must be filed with The Complaints Board for Public Procurement within:
1. 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publi-cation date);
2. 30 calendar days starting the day after the contracting authority has informed the ten-derers in question, that the contracting authority has entered into a contract based on a framework agreement through reopening of competition or a dynamic purchasing sys-tem, provided that the notification includes a short account of the relevant reasons for the decision;
3. 6 months starting the day after the contracting authority has sent notification to the can-didates/tenderers involved that the contracting authority has entered into the framework agreement, provided that the notification included a short account of the relevant rea-sons for the decision.
4. 30 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union which clarifies the reasons for the contract be-ing awarded without prior publication of a contract notice (when the procedure described in section 4 of the Act on the Danish Complaints Board for Public Procurement (kla-genævnsloven) has been followed).
Energinet shall follow the procedure in Section 4 of the Act on the Board of Appeal (Consolidated Act No 593 of 2.6.2016 on the Public Procurement Board of Appeal, available at: www.retsinformation.dk). Thus, the intended contract will not be concluded before the expiry of 10 calendar days with effect from the day following the date of publication of this notice, cf. Section 4 (1) (2) of the Act on the Board of Appeal.
