II.2.4) Description of the procurement:

Silkeborg Varme A/S is planning for a major overhaul of the 24 MW ABB Nürnberg steam turbine and Flender-Graffenstaden reduction gear at the CHP plant in Silkeborg. The turbine was commissioned in 1995. In order to ensure reliable, safe and efficient operation of the unit a major overhaul of the steam turbine and reduction gear is needed.

Objective criteria for choosing the limited number of candidates:

The selection will be based on the technical and professional ability of the applicant documented as stated in instruction to tenderers section 2.2.1, Ad. 4.

The selection will be based on Silkeborg Varme A/S' assessment of which of the applicants who have (listed in decreasing order of importance):

1) The most relevant, understood by Silkeborg Varme A/S as references that have the better similarity to scope, turbine and reduction gear type, and recent references. The higher number of relevant references the better;

2) Good examples of easy access to workshop facilities and field service manpower (own or subcontractors);

3) Convincing description showing that the applicant has access to qualified engineering competences and capacities and supply of spare parts.

The applicant must inform the following regarding economic and financial standing (ESPD part IVB):

Solvency ratio, which is defined as Equity/(Total Assets) x 100 %, in the Last Fiscal Year (LFY).

Minimum level(s) of standards possibly required:

A solvency ratio of minimum 20 % in the Last Fiscal Year (LFY).

List and brief description of selection criteria:

1) References

List of relevant references, describing the applicant's experience with major overhaul works for a ABB Nürnberg V32 steam turbine or similar 15-35 MW size turbines and Flender-Graffenstaden gears or similar type of gears within the last 5 years.

The references must include the project managing role (overall responsibility during planning and project execution) and supply of all needed manpower and spare parts.

The description of the references must include:

— description of the works including

— type of steam turbine and type of gears

— the applicant's role in the overhaul

— start and end date of the work

— name of the client/costumer.

The applicant is requested to include a maximum of 6 references.

2) Workshop facilities

The applicant must describe the access to workshop facilities and field service manpower (own or subcontractor's).

3) Engineering competences and capacities

The applicant must describe the access to a qualified engineering department in case of fact findings, recommended modifications or reverse engineering of spare parts should require such services

Minimum level(s) of standards possibly required:

Minimum two references on major overhaul works for a ABB Nürnberg V32 steam turbine or similar 15-35 MW size turbines and Flender-Graffenstaden gear or similar type of gears within the last 5 years.

The two references must include the project managing role (overall responsibility during planning and project execution) and supply of all needed manpower and spare parts.

Silkeborg Varme A/S expects to conduct the negotiations as a relatively short course as described in Instruction to Tenderers section 7.

The purpose of the negotiations is to clarify and negotiate the ‘Initial Offer’, so they will be optimized compared to the needs and requirements of Silkeborg Varme A/S. Furthermore, the purpose is to increase the understanding at both parties regarding the character, challenges and conditions of the work.
