II.1.4)Information on framework agreement

II.1.5)Short description of the contract or purchase(s):
Establishment of a light rail along Ring 3 from Lyngby to Ishøj has been agreed between the Danish State, Region Hovedstaden (The capital region of Denmark) and the following 11 Ringby Municipalities along Ring 3: Lyngby-Taarbæk, Gladsaxe, Herlev, Albertslund, Rødovre, Glostrup, Brøndby, Hvidovre, Vallensbæk, Ishøj and Høje-Taastrup.
The Ring 3 light rail will have 27 stations on a 27-kilometre line.
Frequent services at five-minute intervals on weekdays make the light rail an attractive public transport solution. The light rail is expected to carry 13-14 million passengers a year. The patvougage may increase to 17-18 million, as the area gradually develops.

Consulting services:
The Consulting services for the design work on the light rail will be divided into the following contracts:
— LR3CS1 Roads (including roads, traffic during Construction and afterwards, bridges and tunnels, utilities).
— LR3CS2 Environmental Impact Asssessment.
— LR3CS3 Transportation Systems (including operation).
— LR3CS4 Architecture and landscape.
— LR3CS5 Areas and Rights.
The present contract notice comprises LR3CS5, Areas and Rights.
The LR3CS5 Areas and Rights contract includes Communication and management of neighbours and associations and will co-ordinate with and facilitate the Project as design is developed from Feasibility to Construction Tender Design.

Metroselskabet has prepared a document: “Information document - public procurement procedure for consulting services - Ring 3 Light Rail” (hereinafter refered to as the "Infodocument"), which gives potential applicants for prequalification further information about the assignment. In case Ring 3 Letbane I/S is not fully established at the time for contract award Metroselskabet I/S may be the contract holder. In this case a clause will be included in the contract giving Metroselskabet I/S the right to transfer the contract (all rights and obligations) to Ring 3 Letbane I/S.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: 1) The request for participation must be submitted in three copies with the same wording and a digital copy on a USB or a CD.
2) The request must specify the company(ies) requesting prequalification; phone number; e-mail address and name of a contact person.
3) The request must include a general description of the company.
4) According to Consolidation Act No. 336 of 13 May 1997, the applicant must enclose a solemn declaration in respect of due, unpaid debt to the authorities.
5) The request must also be accompanied by a solemn declaration to the effect that the applicant is not excluded from participating in the tender procedure for reasons specified in Article 54 (4), second sentence (corresponding to the Public Procurement Directive, Article 45 (1)), and that the applicant is not excluded from participating in the tender procedure for reasons covered by the Public Procurement Directive, Article 45 (2), letters a, b, c, e and f.
If the request for participation comes from a consortium, the above-mentioned information in nos. 2-5 must be given for each participant in the consortium.

Information and formalities necessary for evaluating if the requirements are met: 6) The request must be accompanied by information on the applicants economic key figures for the three last available years as follows:

Metroselskabet I/S reserves the right to obtain audited annual reports upon requuest.

Three Tenderers will be selected from among the applicants that comply with the minimum requirements of item III.2) of the contract notice.
The selection of Tenderers will be based on an overall assessment of how the contracting authority can obtain the most attractive tenders. This overall assessment comprises the below items A and B:
A) An assessment of technical capacity and competence on the basis of information requested in item III.2.3) of the contract notice.
B) An assessment of the applicant s capacity in regard to whether the applicant will be able to carry out the assignment quickly and flexibly, assessed on the basis of the information requested in item III.2) of the contract notice.
