16/06797 - UXO Consultancy and Desktop study for Kriegers Flak CGS (Combined Grid Solution)

Opgavebeskrivelse	Energinet.dk and 50Hz Transmission are planning a HVAC cable between offshore substations located at the two Offshore Windfarms: Kriegers Flak (Danish) and Baltic 2 (German). The planned cable route is approxi-mately 25 km long. In relation to UXO activities’ including surveys for these projects Energinet.dk and 50Hz Transmission requests the provision of UXO consultancy. The scope shall include the provision of the following two elements: • UXO desktop study for the planned construction area along the cable route • UXO consultancy services with the purpose of supervise the survey contractor and ensure that Ener-ginet.dk and 50Hz Transmission arrives with a route where the UXO risk level has been mitigated to ALARP and in consideration of all national UXO standards.

Prequalification: The procurement procedure is conducted as a negotiated tender procedure with prequalification. The Contracting authority will prequalify the 3-5 applicants who are evaluated as most qualified for the specific tender. Only these applicants will be invited to submit a tender. The selection of the 3-5 applicants will be based on the submitted references (to which extend the reference(s) are similar to the tender assignment). As a result the number of references will not be the determining factor alone but more importantly to which degree the specific forwarded reference are comparable and relevant to the tender assignment regarding the solution and scope. For the prequalification the applicant must via the EU-supply system submit the below stated within the deadline (30-05-2016, 12:00 Local Danish time): To be submitted for prequalification: General information: The applicant must submit a general description of the applying company, including address, VAT-number and contact information for the contact person (phone number, e-mail and address). If the applying company wants to rely on the capacity of other entities regarding either “Economic and financial capability” or “Technical capability” it shall prove to the contracting authority that those resources will be available to it by delivering a commitment by those entities to that effect. The Contracting authority reserves the right to request missing information. Economic and financial capability: The applicant must submit the latest audited annual report for the applying company. The following minimum requirement must be fulfilled: The Equity (Total equity incl. Share capital, reserves, revaluation, retained earnings etc) * 4 > total expected amount of the contract. The Contracting authority reserves the right to request missing information. Technical capability: The applicant must submit a reference list of the up to 10 most significant comparable UXO projects undertaken in the past five years, where UXO consultancy services on UXO surveys have been performed. The references shall contain a motivated and detailed description of the Projects, scope of the projects (contract value) and contact information for the entity in question (including contact person). If one or more references are missing the requested information, and such cannot be requested as supplementary information, this may influence the prequalification evaluation process. The selection of the 3-5 applicants will be based on the submitted references (to which extend the reference(s) are similar to the tender assignment). As a result the number of references will not be the determining factor alone but more importantly to which degree the specific forwarded reference are comparable and relevant to the tender assignment regarding the solution and scope. The Contracting authority reserves the right to request missing information. The Contracting authority further reserves the right to contact the stated references. It is a minimum requirement that the applicant can provide at least three (3) comparable references for UXO consultancy undertaken in the past five years.
